Reviews

Professor Fisher had in his heart a deep love for peace, especially in the Middle East. He labored to create and support a cooperative environment and devised a mechanism to promote it. His innovations led to cooperation and a win-win situation. The teams from Jordan, Palestine, and Israel benefited immensely from his approach. - Munther J. Haddadin, Ph.D., Senator in the Jordanian Parliament The Middle East Water Project came from Frank Fisher, a man of peace. He believed that the project's model could turn what appears to be a zero-sum game-the Palestinian-Israeli water conflict-into a win for all parties. Using such a model can facilitate cooperation, yielding gains that can be considerably greater than the value of the disputed water itself. - Anan Jayyousi, associate professor of civil engineering, An-Najah National University, Nablus, Palestine Water Matters combines Fisher's deep passion for peace in the Middle East with his belief that cooperative economic management of the region's water resources is a powerful platform for moving towards peaceful conciliation. Readers will enjoy the story and saga of the project, and should consider Professor Fisher's ideas for their value in resolving international water conflicts. - Uri Shamir, professor emeritus of civil and environmental engineering, Technion, Haifa, Israel

Author Information

Franklin M. Fisher, Dennis Carlton and Jane Berkowitz Carlton Professor of Microeconomics at M.I.T, was the leader of a group of Israelis, Jordanians, Palestinians and Americans, who together created MYWAS, the multi-year Water Allocation System for managing water systems in the Middle East. This over twenty-five-year long project created a model usable by each participating country for evaluating improvements in each water system. At the time of his death in 2019, Fisher, a man of peace, hoped that someday, the system could also be a tool for facilitating cooperation between the nations. In telling the story of this project he hoped to show how cooperation yields gains greater than the value of the disputed water.
