Many banks admit to suffering substantial losses every year, so how can bank card piracy operations be punished under Congolese law? In order to combat this cross-border crime, the Congolese government introduced law n�18 /019 of July 09, 2018 on payment systems and securities settlement. In practice, this law has proved ineffective in prosecuting and punishing online bankcard hacking operations.
