OverviewThe future institutional balance of the European Union was an important focus of the debate in the European Convention and is an important innovation of the future Treaty establishing a Constitution for Europe. In this volume, constitutional and European lawyers from different old and new Member States present their conclusions on the future institutional balance of European politics as discussed at the third ECLN conference in spring 2003 in Madrid. The pan-European debate in the framework of the European Constitutional Law Network is supposed to contribute to the analysis of the European constitution and its interaction with the national constitutional orders of the Member States. The essays focus on the allocation of executive power to the European Council and the Commission in the system of dual presidency.
