"Dr. Kui Chen, a professor-level senior engineer and national first-class construction engineer, is the expert of China Railway Group Limited, and the professor of Shenzhen University. He enjoys special government allowances granted by the State Council. He is also the Honorary Director and the Chief Scientist of the ""Belt and Road"" Science, Technology and Culture Fund under Taofen Foundation.
