Carlos Pascual is the United States ambassador to Mexico and former vice president and director of Foreign Policy Studies at the Brookings Institution. Stephen John Stedman is a nonresident senior fellow at the Brookings Institution and a former assistant secretary general and special adviser to the secretary general of the United Nations.
