OverviewAs a country, Mauritania came into being on 28 November 1960. At that time, there was no administration, no political authority, no infrastructure, no public economy and no private sector. There was a territory, a population, a fragment of history, vague memories of a glorious past and a very meagre legacy from the colonial period. The country had to be built from scratch. It had to import everything. The challenge, therefore, was to build solid bridges with the outside world, to convince others and to gain their trust. To do this, it was necessary to speak their language, learn and apply their methods, and demonstrate good faith and humility. A country cannot exist in isolation. Have the intellectual elites, politicians, businesspeople ... succeeded in this endeavour? We have attempted to explore this issue by examining the national banking system, which serves as a bridge for all operations relating to foreign trade and, more generally, for all commercial and investment activities.
