He is Assistant Professor in the School of Law and Criminology at the National University of Ireland Maynooth, and Adjunct Professor in the Faculté de Droit - Catholic University of Lyon. He teaches and writes on law and technology, cyberlaw, legal ethics, and legal communication. Dr Cowan is a Fellow of the Royal Society of Arts, Manufactures and Commerce (FRSA). He is author of Effective Communication for Lawyers: A Practical Guide, which was shortlisted for Law Book of the Year at the Irish Law Awards 2022. Dr Cowan is a pioneer in legal education, technology, and communication. He launched Law and Technology courses on the Bachelor of Laws (LLB) programme at Maynooth, the first programme of its kind in legal education globally. Dr Cowan is a graduate of the University of Oxford, The Honorable Society of King's Inns, and the University of St Andrews, where he earned his PhD in International Relations.
