Overview

This paper uses the institutionalist theoretical framework to explore and improve environmental governance models. To this end, it draws on a case study of a unit of the Brazilian Institute of the Environment and Renewable Natural Resources (IBAMA). The book shows environmental licensing as a form of strategic organisation, articulating the interests of various agents in the pursuit of environmental sustainability. Given that this occurs in a context where it is difficult to establish causal links, its effectiveness depends on adaptive management methods that focus on results, seek to monitor the resource system and prioritise its resilience.
