This monograph develops a background-free generative framework-Generative Ontology with Closure Dynamics (GOCD)-aimed at rearticulating the foundational conditions under which physical facts, temporal order, and stability become possible. GOCD rejects several assumptions commonly taken as primitive in contemporary physics, including pre-given spacetime, continuous dynamical evolution, ontic probability, and object-based ontology. Instead, it proposes a generative account in which events, relations, closure, and freezing constitute the minimal elements of physical existence. Within this framework, existence is not treated as a metaphysical predicate or a state-based property, but as a decidable and fallible generative condition: a structure exists if and only if a generative process achieves internal closure and subsequently enters a frozen, reusable role in further generation. The work offers systematic reconstructions of time, causality, probability, continuity, and stability, showing them to be outcomes of generative constraints and readout protocols rather than primitive features of the world. Special emphasis is placed on failure conditions, under which the framework must be abandoned if closure, freezing, or readout coherence cannot be realized. This work is not intended as a phenomenological model, a modification of existing physical theories, or an immediately predictive framework. Rather, it serves as a foundational proposal addressing the conditions of possibility for physical theory itself.
