OverviewThe care agenda for persons with disabilities was prioritized by the Secretary-General under SDG5.4 in """"Our Common Agenda"""". Countries started developing integrated national care systems as a response to improving their recovery from the COVID19 pandemic. The discourse of the care agenda has been positioned from a gender-equality perspective with the aim of promoting the economic empowerment of women and targeting recipients of care, children and """"dependents"""", including in the latter category, persons with disabilities and older persons. The right to care is defined by providing and receiving care, and ensuring self-care. Support and care systems also seek to reduce, redistribute and recognize care work. From a CRPD perspective, additional reflections of these dimensions are required to mitigate against the development of care systems without disability inclusion in mind. This country-readiness assessment tool for disability support and care systems is global in scope and can be applied at the national/country level to inform policy makers on CRPD standards, promote CRPD compliant care systems and support the use of the conceptual framework agreed among the feminist movements as a vehicle for disability inclusion, instead of reinforcing exclusionary practices.
