Author Information

Eric Halford brings over 20 years of experience in UK policing, having served as a senior detective leading investigations into organised crime, terrorism, and major crime. Across his policing career, he received multiple commendations for leadership and investigative success. He is currently an Associate Researcher at Rabdan Academy in the United Arab Emirates, where he also serves as Lead Researcher for Policing and Security. In this role, he oversees research and programme evaluation across a broad range of policing, crime, and security themes. Since entering academia, he has developed a substantial international research profile, authoring nearly 50 Q1 Scopus-indexed publications and receiving multiple commendations for research excellence. He also holds several senior editorial roles in academic journals relating to forensic practice, criminology, and criminal justice. He holds degrees in Terrorism and Security Studies and in Forensics and Applied Science, and is regularly invited to advise government bodies in both the United Kingdom and the Middle East on matters relating to policing and security. His research spans a diverse portfolio of contemporary policing and security issues. He is internationally recognised for his work on the impact of pandemics on policing and has published extensively in this field. In 2023, he secured funding to evaluate the Abu Dhabi Police Virtual Reality Training Centre, leading an international research team that produced a series of studies on the use of virtual reality in policing. He has also developed a significant body of work in criminal investigation, crime prevention, and missing persons research. More recently, Dr Halford published Building an Outstanding Police Service: Understanding the Police Effectiveness, Efficiency, and Legitimacy (PEEL) Inspection Framework, a book that supports practitioners and scholars in understanding what is required to build a contemporary police service. He is also highly active in the field of artificial intelligence in policing and security. His work in this area includes publications on AI in police intelligence analysis and the detection of money laundering. In 2023, he introduced the Transformer-Led Policing (TLP) Model, the first strategic framework designed to support the practical adoption of AI in law enforcement. Underpinned by the TLP Matrix, the model provides agencies with a structured approach to implementing and evaluating AI technologies in practice. He also maintains a strong research interest in geographical and criminological profiling, contributing to a greater understanding of serial offender behaviour and crime prevention strategies.
