OverviewCBR or Community Based Rehabilitation is a strategy developed by the World Health Organization as an antidote to the expensive and inadequate rehabilitation services available to disabled people the world over. According to Helander, CBR programs are designed especially to take care of disabled people in rural communities. Situating a CBR program in the city of Accra, where the ideals of community are difficult to live up to, the expectations of members remain unmet and issues like location and control are left unresolved, seems to make the CBR program prone to many challenges.
