Abstract: Abstract of thesis entitled Voluntary and Imposed Racial Segregation Zoning: A Coasian-Olson Hong Kong Comparative Empirical Study Submitted by Kwong Wai Chun, Valerius for the degree of Doctor of Philosophy at the University of Hong Kong in February 2008 ABSTRACT The thesis investigates racial segregation from an economic perspective using publicly available data in land lot records (historical and current land registers in the Land Registry), property assignments, tenancy agreements, Crown/Government Leases and Conditions, annual returns of registered companies, telephone directories, and census reports. It provides reliable factual evidence of publicly available and verifiable data from an economic perspective on racial discrimination. The specific objectives of the thesis are (a) to review empirical literature on racial segregation; (b) to explain the theoretical and methodological contributions of this thesis; and (c) to test three hypotheses based on a Coasian-Olson framework. Different empirical analyses, such as Crown/Government Leases and Conditions analysis, analysis of property assignments and tenancy agreements, census data analysis, initial land lot owner analysis, lot ownership analysis and telephone directory survey, are employed to test the three working hypotheses. The major findings are that a private voluntary association is more likely to form to exclude Chinese under three conditions, i.e. (a) the original number of land owners are small; (b) no Chinese land owners are iv found in the first instance; and (c) no quasi-racially/racially restrictive covenants in land grant documents. Either one of the above conditions are not fulfilled, racially discriminatory legislation is more likely to form. The extent/pattern of racial residential segregation will not dissipate significantly at once after the repeal of relevant racially exclusionary ordinance(s) on The Peak.
