OverviewDespite an implied civil turmoil and constant crime and violence, Colombia is nevertheless one of the oldest middle-income democracies in South America. However, its key development constraint is violence, affecting macro- and micro-economic growth, productivity, as well as every development area. The report introduces a conceptual framework identifying the continuum of violence, including political, economic, and social violence. Critical issues of analytical and operational importance are reviewed, assessing the costs of violence, with an emphasis on how violence erodes Colombia ' s social capital. The study recommends the need for developing a fiscal policy to pay for peace and to later create partnerships for sustainable development. This will eventually evolve into a national strategy for peace and development, which seeks to control the symptoms of violence, introduce preventive measures, and rebuild the fabric of society, particularly strengthening social capital.
