OverviewThis study transmits the findings of our evaluation of the U.S. Department of the Interior's (DOl) Offshore Renewable Energy Program. We reviewed DOl's ongoing and proposed offshore renewable energy projects, budget and resource planning, process for establishing and collecting renewable energy fees, and inspection and enforcement planning. We found that DOl does not have updated regulations or detailed standard operating procedures for the Program's internal processes. We also found that Secretarial Order 3299, which initially placed the Program's inspection and enforcement function within the Bureau of Safety and Environmental Enforcement (BSEE) to ensure separation of duties between the Bureau of Ocean Energy Management (BOEM) and BSEE, was later amended to place the Program's inspection and enforcement activities within BOEM, thereby eliminating BSEE's independent oversight role.We made four recommendations to enhance DOl's management of the Program. DOl has an opportunity to improve management oversight and accountability by updating its regulations, documenting policies and procedures, and ensuring that the Program has the proper separation of duties.
