Since 1989, he has been with the Baltic Technical University in St. Petersburg where he is a Professor of Technical Cybernetics. He is a member of the Editorial Board of the journal Zarubezhnaya Radiodeetronica and Head of the UWB Radar Division at the Radioavionica Association. He has written 10 books, including three published outside Russia. Alexander Kostylev received his MS and PhD degrees in radioengineering from the Mozhaisky Military Academy of Space Engineering in Leningrad. He has been with the Mozhaisky Academy since 1977 and is currently Chair of the Space Radiolocation and Navigation Department. He has authored and coauthored over 80 papers and reports, and has published 10 books in Russia, the UK, the US and China. His research interests lie in radar imaging and recognition systems, digital signal processing and mathematical statistics.
