His publications include Peasants and Governments andControlled Open Economies, both co-authored with Paul Collier and Jan Willem Gunning. PAUL COLLIER is Professor of Economics at Oxford University and Director of the Development Research Group, the World Bank. He is consultant for the International Monetary Fund, the World Bank and the European Commission, as well as other international organizations. NORMAN GEMMELL is Professor of Emeritus Economics at the University of Nottingham. His books include Structural Change and Economic Development: the Role of the Service Sector, Surveys in Development Economics and The Growth of the Public Sector: Theory and International Evidence. DAVID GREENAWAY is Pro-Vice-Chancellor and Professor of Economics at the University of Nottingham.
