The result of their inquiries was a decided conviction, that crimes arise more from the want of instruction, classification, employment, and inspection, in jail, than from any other cause. The old system of prison discipline was pronounced essentially defective-ruinous as it regarded young culprits. The more immediately after the commission of a crime, a punishment is inflicted, the more just and useful it will be.
