In this city of Arcan, technology hasn't progressed far past the use of flintlock muskets and pneumatic cable cars. The city is magnificent, grand, spectacular, and dull to Vogal's eyes. An assassination attempt in a nearby Fairie forest inspires Vogal to transform his city into something the world has never conceived. He will use the awesome power of electricity to send Arcan hundreds of years into the future technologically within a few short years. His body is impervious, and his wit is unmatched.
