Overview

As a second civil war splits America in two, as the twelve wealthiest Russian oligarchs carve Russia up into twelve independent states after they overthrow Russia's authoritarian dictatorship, and as China plunges into ruin after America defaults on her massive debts, two extraordinary men simultaneously rise to prominence in the wake of the global power vacuum left behind. One, an obscure U.N. administrator with cultlike charisma, is quietly bringing the countries of Europe together, and from there he intends to unite all nations under a single, New World Order.
