How can a small Air Force best utilize their capabilities to have the greatest effect on the modern operational environment? The Royal Norwegian Air Force (RNoAF), with its limited size and limited resources, has over the years participated in many international operations. Operation Allied Force in Kosovo showed that the RNoAF was neither interoperable on equipment nor on training. Since then a transformation has taken place in RNoAF. Training, manning, culture and equipment has improved, and RNoAF is again a relevant coalition partner.
