Abstract: The Role of Rail Transit Node for Place Making and Urban Development in Hong Kong Abstract ABSTRACT This dissertation is about place making at urban areas around rail transit node in Hong Kong for creation of a sense of place that encourages social interaction and urban activities to bring about vibrancy and to enhance liveability to the community at large. Railway transport plays a key role in public transportation in Hong Kong as it provides mass transit through the densely populated urban areas in Hong Kong which is fast, safe, efficient, reliable and environmental friendly as opposed to road transport. Transit node not only functions as a transportation station for railway network but also as an urban catalyst for development around it. Transit node involves large volume of passenger movement which generates commercial and social interaction opportunities and hence induces immense vitality and vibrancy to the surrounding area. Responsive urban design to station area is therefore needed to derive supportive urban environment to capture these potentials accordingly. This dissertation comprises two parts, i.e. Part One: Topic Study and Part Two: Design Proposal. The topic study seeks to research on the key qualities for formation of community-sensitive and people-oriented urban environment around transit node and to derive a set of corresponding principles for the application to the urban setting of Hong Kong. The conceptual design in the design proposal illustrates the application of the findings derived in the topic study. For the discussion in this dissertation, 'station area development' refers to the developments occur within the area at or around the transit node that can take advantage of the transit services and station facilities. The focus of this dissertation is the spatial characters and physical layout of the urban environment around the transit nodes of the Mass Transit Railway (MTR). Aspects related to government polices, real estates and land economics do not form part of the scope of this dissertation. The overall approach, methodology and limitation of this dissertation are explained in Chapter One. Chapter Two of this dissertation first gives a broad bush review to station area development around the current MTR transit nodes whereby to identify relevant issues on the urban setting and trend occurred through the development of MTR since 1979. This chapter also includes case studies to station area developments at three selected MTR transit nodes representing three different generations of MTR development. The findings form relevant perspective and focuses for the formulation of theoretical framework in Chapter Three. The theoretical framework established in Chapter Three involves literature review to key attributes for community sensitive station area development. The theoretical framework is established from three different approaches, i.e. transit-oriented, place-making and development/redevelopment. Findings from theoretical framework together with the broad bush review in Chapter Two are consolidated to derive the notion of - Transit Activated District (TAD) and the Principles for Transit Activated Development.
