When a grief-stricken researcher mounts a biological attack that wipes out most of the US congress and puts the President in a coma a new, unelected president is confronted with the failures of the past. America is a bankrupt nation experiencing rampant unemployment and poverty forcing President Prescott to deal with massive rioting in the streets and anarchists killing any it considers enemies of the people. With few options he orders the military to support law enforcement, even calling back troops stationed in NATO countries. Yet the madness may have spread too wide, as he is informed that three states threaten secession even as rednecks cook up an anti-government conspiracy. Far worse, some begin to suspect the President may not be as sane as he first appears. As his calls for changes that attack the very fabric of the nation... even calling for the replacement of Congress. The answer comes when Islamic terrorists see the opportunity to bring untold havoc to the world by stealing nuclear weapons and threaten to use them. One in an American city. Faced with the destruction of an American city will the president implement his proposed response? Employ the ultimate sanction? the destruction of two hundred Muslim cities in exchange for Washington.
