The racial tension and hostile atmosphere in the South, which were directed toward both blacks and sympathetic whites, gave birth to the Ku Klux Klan and the infamous Jim Crow laws. Congress attempted to counter these moves with the Thirteenth, Fourteenth, and Fifteenth Amendments, but these were never utilized in the way they had imagined.
