He has a degree in history, and a history in planning within bureaucracies large and small. He retired from the Federal government in 1993. His federal service consisted mainly of managing ailing organizations to good health, starting new organizations and structural reorganization. He served as an elected Township Supervisor in Pennsylvania where he helped manage office personnel, road crews and various consultants and appointees. He specialized in planning for smart growth and effective environmental preservation. Mr. Fero is a member of the Pennsylvania Chapter of the American Planning Association and has won honors from both the Chapter and the APA. He serves as a land-use planner on local, regional, county and state committees in his pursuit of building better-run castles. He lives in the woods on a ridge top with his wife of over 50 years.
