The founder and executive director of The Institute for Behavior Change, he has been commended by the US Congress, both houses of the Pennsylvania legislature, the President's New Freedom Commission on Mental Health and the Centers for Medicare and Medicaid Services for his visionary work on behalf of children with mental illness symptoms. He created a new scale for measuring treatment outcomes in 1996 and has overseen its use in thousands of behavioral treatment plans. An expert in Medicaid and EPSDT funding for the treatment of mental illness symptoms in children, he is an active lecturer, author and advocate. His 2016 book The Issachar Project compiles the most recent 20 years of his professional experiences and describes the successful funding and treatment strategies, insights and recommendations for the future of community-based mental health treatment in the US.
