Overview

This book comprises a study of science and technology (S&T) in Tocantins. The research aimed to analyze the extent to which the Brazilian federal model affects the institutionalization of the Science and Technology Policy of Tocantins (PC&TT). The results pointed to the financial fragility of the state of Tocantins in proposing policies with its own resources. Consequently, a strong dependence of the state of Tocantins on federal government resources was found. When analyzing the decentralization policy adopted by the federal government for the northern region, it was possible to identify that it does not guarantee the full application of resources in the region, nor does it ensure that these resources are distributed equitably among the states that make up this region. The high cost of the S&T policy for the states, combined with financial constraints and the low visibility of the results achieved by S&T actions and programs in Tocantins, are important factors in decision-making regarding the institutionalization of the policy in the state of Tocantins.
