Author Information

AMER EL-AHRAF is Former President of various important state and national associations in public health./e He has served as a trustee and governor of several community based-organizations, and on the editorial boards of journals in his field. MOHAMMAD QAYOUMI is Vice Chancellor for Administrative Services at University of Missouri-Rolla./e He served for many years on the faculties of the University of Cincinnati and San Jose State University. He has published more than 50 articles, two books, and is on the editorial board of a respected manual on facilities management. RON DOWD is Professor of Public Administration and Health Care Administration at Portland State University./e He has served as a consultant to various health and social organizations and institutions in strategic planning, management development, facilities management, systems and organizational development, and other fields. He also serves on task forces and other administrative bodies nationwide and particuarly in Oregon.
