Dr. Mowbray examines the links between doctrine and operational experience in the US Air Force from World War I through the end of World War II. He specifically addresses the employment of air power by integrated organizations that combine tactical and strategic elements. FM 100-20, Command and Employment of Air Power, provided the fundamental doctrinal basis for the employment of air power. The organizational structure varied with the circumstances, assets, missions to be performed, and the personality of the air component commander.
