OverviewThis paper analyzes the evolution of the performance cycle in the Italian public administration as a tool of the processes of modernization, efficiency and effectiveness of public action. Introduced with Legislative Decree 150/2009 (Brunetta Reform), the performance cycle has promoted a results-oriented governance model, performance measurement and accountability to citizens and stakeholders. Through the phases of planning, implementation, monitoring and evaluation, it aims to improve the quality of services and strengthen transparency and accountability, while encountering significant criticalities related to the organizational complexity of PA. In this context, the Integrated Activity and Organization Plan (PIAO), introduced by Decree Law 80/2021, fits in as a tool for integrating and simplifying strategic planning, aimed at the pursuit of Public Value. The paper concludes with an analysis of Istat's experience, which shows how effective use of PIAO promotes more coherent, transparent and results-oriented management.
