OverviewThe European Union sees itself as a role model and a source of inspiration for climate action. It has one of the most ambitious sets of climate change laws in the world, despite the differing political priorities of its Member States, and has championed progressive targets since the start of international climate change negotiations. Following the failure of the 2009 Copenhagen Climate Change Conference and the marginalisation of the EU in the treaty negotiations, this self-image was called into question. The Paris Climate Change Conference in December 2015 marked a new beginning for the international climate protection regime and was potentially the EU's last chance to implement its ambitious climate plans and prove itself as a leader in climate policy at the international level.
