Garrard is a missionary educator who has also been professor at the Assemblies of God Bible College at Mattersey Hall in the United Kingdom and associated lecturer attached to four British universities as well as two universities in Central and Southern Africa. He is also executive director of CAM International, a British missionary organization. He is the author of The Epistle of Paul to the Galatians, several chapters in edited books, and numerous articles in journals, and is a contributor to The New International Dictionary of Pentecostal and Charismatic Movements.
