FRANK KEMERER is Regents Professor Emeritus at the University of North Texas and currently Professor-in-Residence in the School of Law and the School of Leadership and Education Sciences at the University of San Diego. LAURIE MANIOTIS is former coeditor of the Texas School Administrators’ Legal Digest and currently an attorney in private practice in Fort Worth.
