Overview

"Since the revolutionary events in the former socialist states in Central and Eastern Europe, the Conference on Security and Co-operation in Europe (CSCE) has been the subject of a fundamental change. That change is reflected in this volume, which contains all the substantive documents in English which have been adopted at CSCE meetings from the beginning in 1972 until the summer of 1993. In addition to all the documents which aim to create new CSCE commitments, the book also contains the main documents which were adopted by the CSCE Council of Foreign Ministers and the CSCE Committee of Senior Officials. The latter documents pertain, in particular, to the crises in the CSCE area. In addition, documents of the CSCE Parliamentary Assembly are included. The new political climate in Europe is also reflected in the documents from the CSCE High Commissioner on National Minorities and from CSCE Missions of Rapporteurs. Finally, the texts of treaties, concluded in the framework of the CSCE, are incorporated (CF agreements, Open Skies Treaty). The documents are preceded by an extensive analysis of the origin, development and basic features of the Helsinki Process. This section also encompasses a survey of all CSCE meetings which have taken place up until the summer of 1993. This publication is a follow-up to the collection of documents which was published by the same author under the title ""From Helsinki to Vienna: Basic Documents of the Helsinki Process"" (Martinus Nijhoff Publishers, 1990)."

Reviews

'Dr. Bloed has assembled the best collection of documentation for those wanting access to the substance of the CSCE process. It represents an impressive undertaking and accomplishment. The editor has included some other useful aids for the researcher that are worthy of mention – the brief but helpful CSCE chronology, the selected bibliography, and a workable index for those familiar with the documents.' Capital University Law Review, 731 (1995). '... Bloed has produced a well presented and comprehensive collection of documents which is a `must' for the library reference shelf.’ Revue d'intégration européenne/Journal of European Integration, (1994). 'The reader will find any CSCE document imaginable in the 'Big Bloed' (a book of this size and vast contents deserves a nickname!). It is obvious that anyone studying the CSCE process will greatly benefit from Bloed's comprehensive compilation of CSCE documents.' Atlantisch Perspectief, 18 (1994). '...an indispensable source for all scholars working on the CSCE. ...a well presented and comprehensive collection of documents which is a `must' for the library reference shelf.' Journal of European Integration, (1994). 'Amongst the valuable assets of this publication is not only the completeness of its material, but also the quality of the Introduction...This publication is to be considered as a standard work which has not been equaled by anything else in the context of the Helsinki process.' Netherlands International Law Review, (1995).
