Blair Barnhardt, APM An award winning National Highway Institute Instructor, entrepreneur, filmmaker, musician, speaker and Founder and Executive Director of the International Pavement Management Association, Blair Barnhardt has designed and delivered green, cost-saving pavement management, in-place asphalt recycling and preservation programs for over the last two decades. His Three Legged Stool System of pavement management forms the basis for most of the curriculum he teaches. In addition to his online IPMA Academy Accredited Pavement Manger (APM) Certification training, Blair has designed and delivered training for FHWA's NHI Workshops, Asphalt Institute, NWETC, APWA, LTAP, TTAP, Purdue Road School, Utah Road School, IACERS Road School, Utah Asphalt Association, University of Kansas, UC Berkeley ITS Department and Auburn University. Blair is also involved with the revision of a textbook used in the APM Certification Program curriculum (ARRA/FHWA Basic Asphalt Recycling Manual) and Subject Matter Expert for the revamping of the NHI In-Place Asphalt Recycling Technologies Workshop. Blair is a published author in FHWA Public Roads, Public Works, Roads & Bridges, Asphalt Contractor, Army Engineer, Better Roads, and World Highways Magazine. Blair and The Barnhardt Group are Founders of the Circle Lifetime Members of the Pavement Recycling & Reclaiming Center at CalPoly Pomona and Charter Members of IPMA. His consulting firm, The Barnhardt Group provides pavement management services and training nationwide for local agencies, private sector and army installations. Over his career of thirty years in heavy civil infrastructure, Blair has taught thousands of local agencies how to do more with less, while increasing their authority, expertise and income. Originally from Cambridge, Ontario, Canada, Blair and his family reside in Kennesaw, Georgia. His home away from home is the RV, and he travels extensively across the nation with his mission to save our crumbling roads.
