Standing Institutional Architecture closes the textbook with the institutional architecture that carries governance engineering across institutional lifetimes. The volume develops the four standing layers of institutional substrate that any mature engineering discipline requires: certification bodies that authorize practitioners and verify methods; regulatory environments that translate engineering principle into legal authority; multilateral institutions that coordinate the discipline across sovereign jurisdictions; and the standing scientific apparatus through which the discipline reproduces, refines, and corrects itself across decades.
