Kiran Dhingra is with the Indian Administrative Service and presently Chief Secretary of Goa. She was posted in the Andaman and Nicobar Islands for a period of about three years (1992-5) as Development Commissioner. She spent another year-and-a-half touring the islands extensively when she was commissioned by the Andaman and Nicobar Islands Administration to compile this gazetteer.
