Overview

While clearing a blockage beneath the ruins of Mission San José, Teo discovers a ""Hydro-Drive""-a bioluminescent data packet designed to travel through the physical flow of water, bypassing the city's omnipresent digital surveillance. Teo soon uncovers a terrifying conspiracy: Project: Zero-Flow. To prevent massive AI server farms from overheating, the city plans to divert the remaining water from the historic South Side to use as industrial coolant. This ""digital progress"" will effectively sentence thousands of residents to death by thirst. Labeled a ""Water Terrorist"" by SAWS-Tech enforcement, Teo vanishes into the subterranean cisterns and forgotten Spanish tunnels beneath the city. Alongside a ragtag resistance of ""River Walkers,"" he realizes that the ancient acequias aren't just ruins-they are the only ""unhackable"" network left. To save his community, Teo must lead a desperate raid on the Pearl Data Fortress to ""Reverse the Flow,"" releasing both the water and a flood of ""liquid memories""-the digitized writings of activists who were ""disappeared"" by the state.
