OverviewThis study investigates the managerial challenges at the Federal Institute of Pernambuco (IFPE) in the face of the implementation of the Management and Performance Program (PGD). The study contextualizes the transformation of the public service driven by the pandemic and the advance of ICTs, reconfiguring labor relations. Using a qualitative approach and interviews with managers, the research identified a significant cultural conflict between management by results and the traditional attendance control model. The results indicate that the transition to PGD was hasty, revealing gaps such as insufficient training, inadequate monitoring tools and difficulties in maintaining team cohesion and sharing tacit knowledge. Although the hybrid model minimizes losses in the exchange of experiences, it concludes that there is an urgent need to update management practices and strengthen communication. The work culminates in the proposal of a Proposed Application Plan (PPA), with structured guidelines for fostering a culture of continuous learning and modernizing institutional efficiency, effectively adapting IFPE to the paradigms of the Knowledge Age.
