Hillman is professor of agricultural economics, University of Arizona. For twenty-nine years he was head of the Department of Agricultural Economics and from 1986 to 1988 was director of international programs. His major research interests are interstate trade restrictions, international barriers, and nontariff trade barriers (NTBs). These and related works have provided background material for the first realistic negotiations on NTBs in the Uruguay Round of the General Agreement on Tariffs and Trade (GATT). He served as executive director of the National Advisory Commission on Food and Fiber and, at the request of the Presidential Commission on United States-Japanese Relations, Dr. Hillman led a team and conducted an agricultural policy analysis that has promoted bilateral understanding and has assisted in reducing Japan's trade barriers. He, with the help of several colleagues, organized the International Agricultural Trade Consortium.
