The product of a three-year follow-on project by a new group of twenty renowned international law experts, it addresses such topics as sovereignty, state responsibility, human rights, and the law of air, space, and the sea. Tallinn Manual 2.0 identifies 154 'black letter' rules governing cyber operations and provides extensive commentary on each rule. Stockton Professor at the Stockton Center for the Study of International Law, United States Naval War College, Newport, Rhode Island; Professor of Public International Law at the University of Exeter; Senior Fellow of the NATO Cooperative Cyber Defence Centre of Excellence; Francis Lieber Distinguished Scholar at the Lieber Institute, United States Military Academy, West Point; Fellow of the Harvard Law School Program on International Law and Armed Conflict; a Member of the Secretary of State's Advisory Committee of International Law; and General Editor of International Law Studies. A member of the Council on Foreign Relations and a Fellow of the Royal Society of Arts, he sits on many advisory and editorial boards in the field of international law.
