Abstract: Abstract This thesis examines the popular ideas and arguments in the literature about the concept sustainable development and argues that they are utopian. However, a careful analysis of the relevant United Nations documents reveals that the concept of sustainable development is not utopian but practical. A practical approach to sustainable development being consistent with the United Nations principles using the Coasian framework developed by Yu, et al. (2000) is discussed using three Hong Kong examples, namely (1) the campaign for the protection of the Victoria Harbour against further reclamation, (2) the estoppel of constructing the railway extension by KCRC acrossthe Long Valley; and (3) the changing nature of gei wai shrimp culture in Mai Po Marshes. It is noted in all three cases that the government is lacking a proper institutional framework for implementing sustainability efficiently. With a proper institutional framework that can allow voluntary exchange of property rights or resource entitlements and encourage Schumpeterian efforts, strong sustainability may not be just a dream. It is not impossible and needs not take place at the expense of development needs. A better governance with the vision and will to implement polices driven by bottom-up needs will increase the chance of fostering sustainable development (in the strong version).
