Author Information

Barbara A. Grilli, CPPO, CPPB, CPM, NIGP-CPP, has more than 30 years of experience in public and private sector procurement and supply management, including director-level experience in local government and transportation. Barbara has led departments in two agencies that have achieved the prestigious NIGP Pareto Accreditation multiple times. She has been recognized for implementing transformational strategic sourcing, supplier relationship management, sustainability and e-procurement programs; and has also served on numerous public procurement committees including UPPCC’s Board of Examiners, Item Review Committee and Job Analysis Task Force. Theresa G. Webb, NIGP-CPP, CPPO, CPPB, CPM, is a versatile, visionary procurement professional with 30+ years of leadership experience in both the public and private sectors. She has extensive experience in reorganization and transformation of procurement organizations with a broad background in strategic sourcing and best value and outcome-based contracting.
