She is author of the book Cyber Blockades (2014) and has written several articles and chapters on cyber strategy and security. Dr Russell is a non-resident research scientist at the Center for Naval Analyses, the US Department of the Navy's think tank, and holds a PhD from the Fletcher School of Law and Diplomacy at Tufts University, Massachusetts.
