OverviewResearch on the role of states and markets in the hydrocarbon sector is highly topical in contemporary International Political Economy. In some areas, this is a result of new hydrocarbon discoveries, in others it relates to factors like unsatisfactory progress in energy markets or pollution and other negative externalities. Recent international discussion in this area has so far focused on specific topics such as the role of national oil companies or the impact of government policies on national supply reservations or local content requirements. Belyi is Senior Researcher at the Centre for the EU Russia Studies at the University of Tartu, Estonia. He is an expert in international gas markets, Russian energy policies, and EU-Russia energy relations. He is one of the co-founders of the PoliticalEconomy of Energy in Europe and Russia research network. He has been a guest lecturer at the Centre for Energy, Petroleum, Mineral Law and Policy at the University of Dundee, at the Energy LLM in University of Eastern Finland and at the EuropeanUniversity of St Petersburg. Kim Talus is Professor of European Economic and Energy Law at the University of Eastern Finland and the Director of the Center for Climate Change, Energy and Environmental Law, Finland. His research and other activities focus on international upstream petroleum law and regulation and on EU energy law and policy.
