OverviewThis text is an instrument that was designed to serve as a training manual for the Chief Justice of the Supreme Court. This guide was created to assist the Leader of the Circuit to detect Organized Crime and Human Trafficking within the Judicial Circuit. This text is a scholastic academic contribution to the field of Education. The Researcher is a Subject Matter Expert in the field of Organizational Leadership, Training and Development. After enduring various injustices in the State of Maryland the petitioner found it necessary to produce written products to combat systemic abuses that are affecting our Nations National Security from Internal Sources, who overtime have become subjected to the temptations of corruption due to low morale. The US Department of Homeland Security defines Human Trafficking as follows: Human trafficking is a form of modern-day slavery, and involves the use of force, fraud, or coercion to exploit human beings for some type of labor or commercial sex purpose. On October 19-20, 2015, the Researcher attended Lott Carey's Human Trafficking Summit, and had the opportunity to Lobby with Senator Barbara Mikulski's Staff, who conveyed that 40 Million Dollars was appropriated to the Federal Bureau of Investigations (FBI) exclusively to combat Human Trafficking. The Researcher questioned the Senator's lack of distribution of resources to other agencies on the basis that the FBI has a procedural history of underserving minority constituents such as myself and my children who were subjected to Human Trafficking by various corrupt public officials in the Fourth Circuit. In several instances the FBI has willfully misappropriated Congressional Resources for mortgage fraud. In fact, for the past six years this organization has regarded this matter as a low priority #6 on a scale of 10, and established partnerships with Academia, Corporate Sectors, Mortgage Appraisers, Fidelity National Financial (Title Companies), State Governor's, local government, and Police; and have conspired with the same to target Successful African American Women in an attempt to conceal the fraud of their Organizational Partners, and direct evidence of the same is documented in this text. While the United States State Department, has an Office to Monitor and Combat Trafficking in Persons, it does not have jurisdiction to sanction the United States of America.
