OverviewThis report has been presented to the Civil Aviation Authority (CAA) as a recommendation as to the maximum level of airport charges that Stansted Airport Ltd (STAL) may levy during the period of five years beginning on 1 April 2009 (the fifth five-year period of regulation of the airports referred to as the fifth quinquennium or Q5). It also considers whether STAL had at any time during the period 28 February, 2002 to this date of reference pursued a course of conduct which had operated or might be expected to operate against the public interest. The report forms part of the recommendations for the CAA's price caps to apply at Stansted in Q5 by the end of March 2009.
