He was Deputy Prime Minister of Australia (1991-95), a member of the Federal Cabinet (1984-96) and held a range of Ministerial portfolios in the fields of Defence, Social Security, Health, Housing and Community Services. He is an ordained minister in the Uniting Church in Australia. Rev Dr Philip Hughes is senior research officer in the Christian Research Association, a research fellow at Edith Cowan University, and an honorary research fellow at Monash University. He has conducted research in many areas of religion, spirituality and church-life in Australia, mostly from a sociological perspective. He has written more than twenty-five books and was the major author and editor of Australia's Religious Communities: A Multimedia Exploration (CD-Rom, Melbourne: Christian Research Association, 2001).
