OverviewAuthorities in all countries concur that excessive or inappropriate speed is not only a major cause of road accidents, but also generally adds to the severity of accidents. In order to improve road safety, a coherent set of measures to achieve calmer, uniform, more fluid and safer traffic flows need to be designed and implemented. The ECMT Council of Ministers' meeting in Budapest in May 1996 adopted a series of recommendations, based on this report.
