English summary: Sovereignty Over Natural Resources in Situations of Foreign Domination Permanent sovereignty over natural resources is the most pertinent norm of international law governing the allocation of rights of disposal over natural resources. It is part of the right of self-determination of peoples and is a component of state sovereignty. In his study, Arne Reissmann shows that the international legal community attaches fundamental importance to the preservation and realisation of this norm. It is invoked regularly by states, international organizations, and courts. This is particularly true in three situations of foreign domination: in non-self-governing and occupied territories and in territories under the control of non-state armed groups. Against this background, the author analyses the obligations and rights of the entities holding territorial control as well as of third states, the EU and the UN in relation to this norm and to the use of natural resources in the three situations of foreign domination. German description: Die dauerhafte Souveranitat uber naturliche Ressourcen ist die zentrale Volkerrechtsnorm uber die Allokation von Verfugungsrechten uber naturliche Ressourcen. Sie ist Bestandteil des Selbstbestimmungsrechts der Volker und kommt in der staatlichen Souveranitat zum Ausdruck. Arne Reissmann zeigt in seiner Studie, dass die Volkerrechtsgemeinschaft es als ein globales Anliegen betrachtet, dass diese Norm gewahrt und verwirklicht wird. Staaten, internationale Organisationen und Gerichte berufen sich regelmassig auf die Norm. Dies gilt insbesondere in drei Situationen der Fremdbestimmung: in nicht selbstregierten und in besetzten Gebieten sowie in Gebieten unter der Kontrolle nichtstaatlicher bewaffneter Gruppen. Der Autor untersucht vor diesem Hintergrund, welche Pflichten und Rechte den Inhabern der Gebietskontrolle sowie Drittstaaten, der EU und den UN in Bezug auf diese Norm und auf die Nutzung naturlicher Ressourcen in den drei Situationen der Fremdbestimmung zukommen.

After his first state examination, he worked as a research and teaching assistant to Prof. Dr. Andreas von Arnauld at the Walther Schucking Institute for International Law at Kiel University where Arne also wrote his dissertation. Arne Rei?mann completed his legal clerkship at the Berlin Court of Appeal with stations at the Scientific Services of the German Bundestag and at a law firm specializing in environmental law and environmental protection.
